Herman (Butch) Finley is an Associate Professor at the Asia-Pacific Center and focuses on strategy and complexity, influence communication, Chinese military modernization, and the impact of the Information Age on comprehensive security. An additional area of interest is how understanding is created and shared as a basis for collective action. Currently, he is the Course Manager for the Comprehensive Crisis Management course. In addition to teaching and facilitation, he is heavily involved in how educational technologies can be integrated into APCSS programs. He is the lead for the Center’s “Information Integration Learning Laboratory”, a whole of institution effort to transform the Center into a learning organization. He has guest lectured at the Inter-American Defense College, the Philippines National Defense College and the Royal Thai Army Command and Staff College. Mr. Finley has worked and traveled extensively in Asia and joined the APCSS in November, 1996.
Mr. Finley is a frequent lecturer on a variety of topics from his areas of interest and has designed and conducted numerous workshops and games for the Center’s courses. He was the Course Manager for the Comprehensive Crisis Management Course during its transition from a focus on post-hostilities stabilization, transition and reconstruction towards a focus on whole of government/life-cycle management of both natural and manmade national disasters. Earlier, he helped design and conduct the Center’s Senior Executive Course. He has also designed and conducted numerous non-course related workshops while at APCSS including events in Mongolia and Brunei on national crisis management and in Honolulu on information sharing and on strategic communication and he assisted with a workshop on the role of the media in crisis management in Indonesia.
Mr. Finley retired in 1995 from the U.S. Army after serving almost 25 years. The final ten years of his military career were spent as a China Foreign Area Officer. In this capacity, he was responsible for assessments and recommendations on all aspects of United States military/security policy and strategy towards China, Japan, Korea, Russia, Taiwan, and Mongolia. Mr. Finley developed and conducted politico-military seminar games at the National Defense University, the U.S. Pacific Command and APCSS. His early military career saw assignments in a variety of operational and staff positions including tours of duty with the 82nd Airborne Division and the 25th Infantry Division. Prior to becoming an officer, Mr. Finley served in Vietnam as an intelligence analyst.
Mr. Finley was born in Maryland, raised in Alabama, and educated in California. He holds a Master of Arts degree in International Relations from the University of Southern California, and a Bachelor of Arts degree in Political Science from the University of California at Los Angeles.
