Chris Leung

Lieutenant Colonel Chris Leung joined the Daniel K. Inouye Asia-Pacific Center for Security Studies in July 2018 as a Senior Army War College Fellow.  Originally from Hong Kong, Lt. Col. Leung moved to the United States at age 15.  He entered military service in the Indiana Army National Guard Infantry, and commissioned as an active duty signal officer in 1998 after graduation from Purdue University with a Bachelors of Science in Industrial Technology and Industrial Distribution. Lt. Col. Leung also earned a Master of Science degree in Aeronautical Science specializing in aeronautics from Embry-Riddle Aeronautical University. He is a graduate of the Army Command and General Staff College, Joint Combined Warfighting School, the John F. Kennedy Special Warfare Center and School Advanced African Regional Studies program, Psychological Operations Qualification Course, and French language qualification. He holds additional skill identifiers for joint planning, military deception, jumpmaster, joint qualified officer, air assault, special technical operations, and is a general aviation pilot.

In previous assignments, Lt. Col. Leung was the Branch Chief for the Army Psychological Operations Branch and he served as the Camp Commander for Camp Buehring Kuwait. He was the Battalion Commander of the Area Support Group Kuwait – Brigade Special Troops Battalion, which provided theater wide support for: Explosive Ordinance Disposal, Military Police (Law and Order, and Confinement), Chemical Biological Radiological and Nuclear reconnaissance and decontamination, Engineer Dive (Underwater reconnaissance, construction and demolition). Prior to Command, Lt. Col. Leung was the Department Head, Professor and Chair of the Military Science Department at the University of Illinois at Urbana-Champaign, Illinois. His Asia-Pacific experience includes serving as the Military Information Support / Psychological Operations Division Chief in the Operations Directorate of Special Operations Command Pacific (SOCPAC).

Lt. Col. Leung also served as: a Battalion Executive Officer, Battalion Operations Officer, Director of Operations for a deployed Joint Task Force, Detachment Commander, Company Commander and other company and field grade positions. He has deployed for combat operations, training, and special operations missions in: Mali, Senegal, Iraq, Afghanistan, Qatar, Kuwait, Jordan, Taiwan, Korea, Germany, France, Bangladesh, Nepal, Norway, Japan, Vietnam, Sri Lanka, Maldives, Singapore and others.

His awards and decorations include the Defense Meritorious Service Medal, Meritorious Service Medal (6), Joint Service Commendation Medal, Army Commendation Medal (3), Army Achievement Medal (2), Joint Meritorious Unit Award (2), Army Superior Unit Award (2), National Defense Service Medal with Bronze Service Star, Iraq Campaign Medal, Global War on Terrorism Expeditionary Service Medal, Global War on Terrorism Service Medal, Korean Defense Service Medal, Army Service Ribbon, Overseas Service Ribbon, Air Assault Badge, Combat Action Badge and Master Parachutist Badge.
