Lieutenant Colonel Reyn Mann joined the Asia-Pacific Center for Security Studies (DKI APCSS) in July 2020. In May 2000, LTC Mann was commissioned as a Second Lieutenant in the Engineer branch upon graduation from the United States Military Academy at West Point. Her first assignments were Platoon Leader, Company Executive Officer, Battalion Construction Officer, and Detachment Commander in the 84th Engineer Combat Battalion (Heavy) at Schofield Barracks, Hawaii. In June 2005, she attended the Engineer Captain’s Career Course, earning distinguished graduate recognition and her Masters of Science degree in Environmental Engineering from the University of Missouri-Rolla. After serving as an exchange officer at the FIRST Naval Construction Division from June 2006 through February 2008, LTC Mann served as the Battalion Construction Officer, 46th Engineer Battalion at Fort Polk, LA. While deployed in support of Operation IRAQI FREEDOM 08-10, she assumed command of the A/46th Engineer Battalion in February 2009 and transitioned the unit to the 93d Engineer Company in February 2010. After graduating from Command and General Staff College in 2011, she became the 10th Special Forces Group Engineer. In June 2013, she was selected to serve as the Executive Officer for the 10th Special Forces Group Support Battalion. In June 2014, she briefly served as an Engineer Observer, Coach, Trainer for the Mission Command Training Program, before being selected as the Aide-de-Camp to the 53d Chief of Engineers and Commanding General, US Army Corps of Engineers. From May 2016 through May 2018, LTC Mann served as a Mission Assurance action officer on the Joint Staff, J33, Director for Nuclear, Homeland Defense, and Current Operations. In June 2018, she assumed command of the 84th Engineer Battalion. On 11 June 2020, she relinquished command and began a US Army War College Fellowship at the center.
Her experiences in the Indo-Pacific region include building a 3,200 square foot Super RADOT annex in Kwajalein Atoll; a combined design effort with Australian Engineers for a facility in Vanuatu; serving on a Joint Special Operations Task Force in the Philippines; supervising Civic Action Teams in Palau; travels to China and Singapore as an aide-de-camp for the 53rd Chief of Engineers and Commander, US Army Corps of Engineers; and numerous military exercises in Korea and Japan. In 2019, she led a Joint Task Group consisting of 230 Army, Navy, and USAF engineers in support of FEMA disaster relief efforts in the Commonwealth of the Northern Mariana Islands.
LTC Mann’s awards and decorations include the Bronze Star Medal, Defense, Meritorious Service Medal, Meritorious Service Medal, Joint Service Commendation Medal, Army Commendation Medal, Navy Commendation Medal, Army Achievement Medal, National Defense Service Medal, Humanitarian Service Medal, Army Service Ribbon, Parachutist Badge, Air Assault Badge, and the German Armed Forces Efficiency Badge (Gold). In 2001, she received the Grizzly Award which recognizes the best platoon leader in the US Army Engineer Regiment. In 2020, she was a top 10 finalist for the Federal Engineer of the Year.
She is a registered Professional Engineer the State of Missouri and has a Project Management Professional certification.
